2019年是「地方創生元年」,「地方創生」是政府為解決地方人口減少,推進青年回鄉創業重振地方經濟的綜合計劃。

近年,許多國家或城市以藝術節作為行銷地方文化的策略,期望藉此提升城市的能見度,以帶來觀光與藝文產值的效益。藝術家如何製作現場表演,拉進與觀眾之間的距離,增進藝文欣賞人口?藝術節製作者需思考藝術活動與在地居民、環境、文化的關連,讓藝術節不僅是一次性的活動。透過自主、永續的規劃,提供市民獨特的文化經驗,並促進不同藝術、文化的交流,如何促成在地文化創生是藝術節製作者不能迴避的課題。

本場發表人陳侑汝藝術家畢業於國立臺北藝術大學戲劇系與劇場藝術研究所,主修導演,並活躍於各大小劇團。2015年她參與臺北藝穗節,以《她最後的聲音》榮獲「最佳空間運用」獎,其導演作品《夜船》(烏鎮版劇名《一起來吧》)、《無眠》陸續受邀至關渡藝術節、雲南省小劇場藝術節演出。她將與我們分享秋吉台駐村及藝術節製作作品之經驗。與談人特別邀請到曾籌劃愛丁堡夏日藝術季:台灣館(Edinburgh Summer Festival: Taiwan Pavilion)、愛丁堡臺灣電影節等多項藝術節慶活動的中華大學觀光與會展學系林冠文助理教授,來與我們分享藝術節管理與製作策略;以及第二位與談人由國立臺灣藝術大學藝政所碩士錢又琳,分享針對台灣地方藝術節慶發展與文化體驗策略之研究。

TAV Talks X NTUA Forum – The Production of Art Festival

It is said that 2019 is the first year of “regional revitalization.” Regional revitalization is a governmental program aimed at boosting regional economy. The program is set to solve the population decline in rural area and to encourage the youth going back their hometown to start new business.

In recent years, art festivals are utilized for local culture promotion; furthermore, to enhance the visibility of the city, and bring benefits in tourism and art production. How should artists present and perform in order to shorten the distance between art and the audience? And how could they increase the engagement of art? When planning an artistic activity, it’s necessary to take local residents, environment and culture into consideration so that the festival is more than a one-time activity. Art festival directors need long-term planning to provide the public with distinctive culture experience and to facilitate interaction of different art types and culture. To participate in regional revitalization is an unavoidable issue for every art festival curator.

Artist Chen Yow-Ruu received her MFA degree in Theatre Directing from the Taipei National University of the Arts. She worked for many theatre company in the past years. In 2015, she won the Taipei Fringe Festival’s Best Use of Space Award with the theatre work “Her Last Utterance.” Other works such as “Come Together” and “Sleeplease” were performed in Kuandu Art Festival and Yunnan Theatre Festival. She will be sharing her experience in Akiyoshidai as a visit artist and the experience of directing different project in art festivals.

For the guest speaker, we are honored to have Mr. Lin Kuan-Wen, the assistant professor of Department of Tourism and MICE in Chung Hua University, to share his perspective and strategies in organizing art festivals. Mr. Lin was experienced in organizing art festivals including Edinburgh Summer Festival: Taiwan Pavilion and Edinburgh Taiwan Film Festival. Our second guest speaker Chien Yu-Lin, the Master of Art Management and Cultural Policy of NTUA, will then focus on sharing the development of Taiwanese art festivals and her research on culture experience strategies.
