賴瑛瑛教授為國立臺灣師範大學美術教育與美術行政研究所博士,國立臺灣藝術大學藝術管理與文化政策研究所教授兼所長,曾任臺北市立美術館副研究員,臺北當代藝術館副館長、研究員。現任ICOM- FIHRM諮詢委員,ICOM- INTERCOM理事,中華民國博物館學會博物館管理委員會召集人。 出版專書:《當代藝術管理:藝術學的考察》,《展覽反思與論述實踐─台北市立美術館展覽方針之研究(1983-2007) 》,《臺灣現代美術大系-複合媒體藝術》,《台灣前衛:六○年代複合藝術》。論文:〈博物館資源的開發與整合〉,〈文化領導權的建構〉,〈典藏管理與價值創新〉,〈公私協力的博物館治理〉,〈文化開創:從文化價值的觀點談博物館的藝術家駐館計畫〉,〈文化快遞:博物館的當代藝術專案〉,〈放手藝博-大學博物館的實踐智慧〉等。 策展經歷〈達達的世界〉,〈輕且重的震撼〉,〈歡樂迷宮〉等。

LAI Ying-Ying She now is a professor and the director at the Graduate School of Arts Management and Cultural Policy, National Taiwan University of Arts. She was active as the Deputy Director of the Museum of Contemporary Art, Taipei and served over 20 years as a senior curator at the Taipei Fine Arts Museum. Ms. Lai received her Ph.D. degree in art education and art administration from the National Taiwan Normal University, and is the director of the Research Center for Museum Studies based in National Taiwan University of Arts. She is also a board member of ICOM-INTERCOM, ICOM-FIHRM and Chinese Museum Association, Taiwan. Ms. Lai has curated many exhibitions, such as the World according to Dada, Gravity of the Immaterial, Labyrinth of Pleasure, etc. She is also the author of “Taiwanese Avant-Garde, Complex Art in the 1960s”, “A Reflexive Study of the Taipei Fine Arts Museum’s Exhibition (1983-2007)” , “Contemporary Arts Management”, etc.

張玉漢

張玉漢,東吳政治學研究所畢業、北教大文化創意產業研究所畢業。台灣藝術大學藝政所博士生,現任台北市文化基金會藝術村營運部行政經理,曾任國會助理多年、台南藝術大學藝術史學系、海洋技術學院時尚造型設計系、台北城市大學觀光學系等校兼任講師。 研究興趣為「政策與立法研究」、「中國大陸文化政策研究」、「博物館及類博物館經營管理」等。

Chang, Yu-Han is now a PhD Researcher at the, Graduate School of Art Management & Culture Policy at National Taiwan University of Arts., Taiwan He had been an assistant in Taiwan’s congress for years before he became the Administrative Manager at the Department of Artist Village at Taipei Culture Foundation. In addition to  his experience in arts administration, he has also been a lecturer at several universities in Taiwan. His research interests include Reformation of Chinese culture governance and cultural policy in Taiwan.

對學會的看法與期許:

在內閣制國家中影子內閣扮演著監督政府、表達意見的重要反對勢力,而做為一個民間發起的文化政策研究智庫,雖然未掌握有政策制定的權力,但透過智庫網絡的運作、彼此間對於議題的討論跟激辯,相信能對於一定的文化政策議題獲得社會認同,取得民間發言權。本人希望學會能扮演起這樣的角色,永遠站在監督政府及政黨的角色,持續的對重要文化政策議題發聲,協助文化及藝術領域的朋友建構論述,推動文化政策論述及內容的發展。

Expectations for TACPS:I hope to focus on cultural policy, and lead the discuss, to influence cultural policy.

王志弘教授為國立臺灣大學建築與城鄉研究所專任教授,研究專長為都市文化研究、文化治理、自然治理、移動研究及空間與社會理論。編著有《文化治理與空間政治》(2011)、《性別化流動的政治與詩學》(2005),並譯有《裸城:純正都市地方的生與死》(2012)、《移動》(2013)、《資本的空間》(2010)、《無法統馭的城市?秩序∕失序》(2009)、《騷動的城市:移動/定著》(2009)、《新自由主義化的空間:邁向不均地理發展理論》(2008)等四十餘本譯作。

Chih-Hung Wang is a Professor of Graduate Institute of Building and Planning, National Taiwan University. He obtained his PhD in 1997 in National Taiwan University. His field of study includes urban cultural governance, nature governance, mobility studies and spatial and social theories. The researches he has conducted on nature governance involves waterfront redevelopment, urban animals, and the modern constitution of urban water supply and drainage systems.

古淑薰目前為屏東大學文化創意產業學系助理教授與臺灣藝術大學藝術管理文化政策研究所兼任助理教授,研究興趣與專長為文化政策理論與實務、文化創意產業、文化經濟、文化民主、影視媒體生態與藝文傳播等。2016年在教育部公費留考獎學金的支助下於英國里茲大學表演與文化產業學院取得博士學位,並曾擔任里茲人文中心短期博士後研究員與僑委會宏觀電視「僑社新聞網」英國特派記者。2017年任職於臺灣藝術大學文化政策智庫中心專案執行長,負責文化部「2017年全國文化會議暨文化政策白皮書」專案(2016.11-2018.03)。

Shu-Shiun Ku is the assistant professor of Creative Cultural Industry at National Pintung University and the adjunct assistant professor of Graduate School of Arts Management and Cultural Policy at the National Taiwan University of Arts. From November 2016 to March 2018, she was the CEO of National Cultural Congress and Cultural White Paper Project commissioned by the Ministry of Culture in Taiwan.
Previously, she had worked in the media sector and a government institution in Taiwan for years. She got a PhD in School of Performance and Cultural Industries at University of Leeds (UK), and was a short-term post-doctoral research fellow at the Leeds Humanities Research Institution in 2016. Her current research focuses on cultural economy, cultural democratisation, and the contemporary evolution of cultural and creative industries and cultural policy in East Asia.

Lee Mingli obtained her master’s degree in Heritage Management at the University of Birmingham in the UK in 2011. Upon her graduation, she returned to Taiwan and has been dedicating in the fields of external cultural relations and reuse of historical buildings. In July 2012, Mingli became the Creative Director at the Solo Singer Inn; an innovation project of an old hotel in a hot spring destination, Beitou, in Taipei. From Summer 2013 to Summer 2015, she was the Director of the Global Outreach Office in the Ministry of Culture of Taiwan, in charge of international policy research and cultural relations projects. Mingli now serves in two different positions in the private sector. She is the Executive Director of the B.S. House & Heritage in Hsinchu and the Director of the Readers’ House in Taipei.

Ren-Feng KE, received a BA in Urban Design from the Chinese Culture University in Taiwan and an MA in Enterprise and Management for Creative Arts from University of Arts London. She joined Taiwan Art Gallery Association (TAGA) in 2009, running education programme for TAGA Institute of Gallerists. She has worked on Art Taipei and several regional art fairs to access current markets, resources and sales comparison opportunities during her time at TAGA. She is also a guest lecturer at institutions and conferences.In 2010, she became the Head of Industrial Environment & Trends Group of Taipei Art Economy Research Centre– an affiliate of TAGA, conducting trend research and data analysis commissioned by the government, such as Comparative Analysis of Visual Art Industries in Taiwan(2011), Report: Mapping Global Art Fairs(2012), Tax Policy in Taiwan(2013), The Evaluation of the Impact of Art Economy(2013), Asia-Pacific Art Market Report 2015/16(2016), Asia-Pacific Art Market Report: Consumer Behaviour Analysis 2015/16(2016),Asia-Pacific Art Market Report: E-commerce Consumer Behaviour Survey 2015/16(2016), and Asian Main Line: A focus on the Major Economic Axis of Chinese Art(2016). In 2016, she was appointed Executive Director, responsible for the field of personal property appraisals. She is member of International Society of Appraisers.

榮芳杰

國立清華大學 副教授

榮芳杰副教授目前任職於國立清華大學環境與文化資源學系,研究專長為文化遺產管理、文化遺產教育、世界遺產研究等領域。過去曾擔任國立清華大學環境教育中心主任、財團法人古都保存再生文教基金會董事、台灣文化資產學會理事、台灣建築史學會理事。目前也同時擔任各縣市政府文化資產審議委員與諮詢委員,努力成為一位拉近民眾與文化資產場所之間距離的傳教士。

Dr. Fangjay Rong currently serving in the Department of Environmental and Cultural Resources of the National Tsinghua University in Taiwan. Over the period of 2009-2012, he worked in the Headquarters Administration of Cultural Heritage (then known as The Bureau of Cultural Heritage of the Ministry of Culture). He was the Director of the Centre for Environmental Education and Research at the National Tsinghua University. His major research interests lie in heritage conservation management and heritage education. He is also the director of several academic societies, such as the Society of Architectural Historians of Taiwan, Taiwan Heritage Society, Foundation Historic City Conservation and Regeneration, and so on. At the same time, he also the member of the heritage review committees by the local government.

魏君穎為倫敦大學金史密斯學院創意與文化創業研究所博士、藝術行政與文化政策碩士。曾任職國立中正文化中心、行政院文化建設委員會等機構。曾為PAR表演藝術雜誌英國特約海外撰述、國藝會國際藝文趨勢觀察與情蒐計畫研究主持人。研究興趣為文化外交與交流、表演藝術行銷,現為獨立研究者及自由撰稿人。

Chun-Ying Wei received her PhD from the Institute for Creative and Cultural Entrepreneurship, MA in Arts Administration and Cultural Policy from Goldsmiths, University of London. Her research addressed the policy formation and implementation of Taiwan’s cultural diplomacy. Combining her academic training and experiences as a cultural professional, she works as an independent researcher and regularly contributes to the Performing Arts Review and other publications in Taiwan.

魏琬容

OISTAT國際劇場組織 執行長

魏琬容是OISTAT自1968年創立以來最年輕的、也是唯一一位具有外交背景的執行長。幼習街舞,台大政治系學士,美國紐約大學Tisch藝術學院藝術政治碩士畢(MA in Arts Politics, New York University),致力於探問舞蹈和政治社會的關係。2010年受我國外交部派至我邦交國諾魯駐聯合國代表處。同年,舞作《Here, or There》入選美國紐Dumbo藝術節。相信政治和表演藝術能在日常生活中創造空間和對話,2011年選擇加入OISTAT國際劇場組織,以工作結合表演藝術與外交,並持續舞蹈創作。

OISTAT國際劇場組織,是劇場人的聯合國,一個由劇場設計師、劇場建築師以及劇場技術師所組成的非政府國際組織(NGO) ,1968年成立於捷克,2006年將總部移設台北。為全球唯一一個將總部移設台灣的國際組織。
OISTAT大型國際專案包括世界劇場設計展(World Stage Design)、Scenofest劇場藝術節、TAC劇場建築國際競圖(Theatre Architecture Competition)和TIP劇場創新發明獎(Technical Invention Prize)。

Wan-Jung Wei is the youngest leader of OISTAT Headquarters since its inception, also the first with diplomatic training. She joined OISTAT in 2011 to combine her passion for theatre and background in international affairs, applying this blend of skills to her daily works.

Wan-Jung Wei holds an MA degree in Arts Politics & Public Policy in New York University. She continuously explores the relations and possibilities between performing arts and politics through her writing and dance works. Her dance project “Here, or There” was selected in Dumbo Dance Festival in 2010 in New York. She believes that arts and politics are means to create space in life.

OISTAT, International Organisation of Scenographers, Theatre Architects and Technicians, is an international platform for theatre makers around the world. Founded in 1968 in Prague, its Headquarters relocated to Taipei, Taiwan in 2006. OISTAT’s international projects include World Stage Design, Scenofest, Theatre Architecture Competition and World Scenography.

期待學會能成為不同領域的人了解「文化政策」的第一站,並且持續推動台灣文化政策的可能性。
