秘書長 張玉漢│Secretary GeneralChang, Yu-Han 玉漢

張玉漢,東吳政治學研究所畢業、北教大文化創意產業研究所畢業。台灣藝術大學藝政所博士生,現任台北市文化基金會藝術村營運部行政經理,曾任國會助理多年、台南藝術大學藝術史學系、海洋技術學院時尚造型設計系、台北城市大學觀光學系等校兼任講師。 研究興趣為「政策與立法研究」、「中國大陸文化政策研究」、「博物館及類博物館經營管理」等。

Chang, Yu-Han is now a PhD Researcher at the, Graduate School of Art Management & Culture Policy at National Taiwan University of Arts., Taiwan He had been an assistant in Taiwan’s congress for years before he became the Administrative Manager at the Department of Artist Village at Taipei Culture Foundation. In addition to  his experience in arts administration, he has also been a lecturer at several universities in Taiwan. His research interests include Reformation of Chinese culture governance and cultural policy in Taiwan.

對學會的看法與期許:

在內閣制國家中影子內閣扮演著監督政府、表達意見的重要反對勢力,而做為一個民間發起的文化政策研究智庫,雖然未掌握有政策制定的權力,但透過智庫網絡的運作、彼此間對於議題的討論跟激辯,相信能對於一定的文化政策議題獲得社會認同,取得民間發言權。本人希望學會能扮演起這樣的角色,永遠站在監督政府及政黨的角色,持續的對重要文化政策議題發聲,協助文化及藝術領域的朋友建構論述,推動文化政策論述及內容的發展。

Expectations for TACPS:I hope to focus on cultural policy, and lead the discuss, to influence cultural policy.


副秘書長 李倢宇Deputy Secretary / Debbie / Chieh-Yu Lee

李倢宇 在臺灣文化政策研究學會主要負責國際宣傳及傳播事務、推動並辦理學會在台國際學術交流與合作計畫。曾任學術教育機構國際合作交流中心專案助理,並曾實習於美國紐約古根漢美術館、澳洲雪梨4A當代亞洲藝術中心和台北數位藝術中心等視覺藝術機構。先後畢業於英國倫敦大學國王學院文化創意產業研究所碩士班、澳洲雪梨大學藝術策展學系,以及文藻外語大學英文學系。現職於美商高科技公司傳播與公共事務部,管理及執行監督文化藝術、教育、公民發展及環保等社區投資計畫。

Debbie Chieh-Yu Lee is primarily responsible for the Association’s international communications as well as the development & communications of international projects that foster learning and dialogue of culture in external relations in Taiwan and its relationship with the East Asian, America, Europe and world. She holds degrees in Art Curatorship and English. She obtained her Master of Arts degree in Cultural & Creative Industries from King’s College London, University of London. Previously, Debbie interned in NY, USA with The Solomon R. Guggenheim Museum, in Sydney, Australia with 4A Center for Contemporary Asian Art, and in Taipei, Taiwan with the Digital Art Center. Currently she is Communications & Public Affairs Specialist in a global high-tech company where she identifies and oversees corporate citizenship initiatives related to the sector of arts & culture, education, civic development and environment that maximizes exposure and goodwill across key communities where the company operates.

對學會的看法與期許:臺灣文化政策研究學會成立於21世紀全球文化治理的時代,成立宗旨即是希望扮演在地文化政策研究智庫的角色,推動一個開放的知識平台,增進產官學民之間對話與理性辯證的文化公共領域。也期待藉由學會之成立,推展國內外學術交流與計畫,促進臺灣文化工作從事者在國際文化政策與治理等相關議題之分析研究及議題討論。

Expectations for TACPS:TACPS is founded in the era when global governance emerged at the beginning of the 21st century. Its founding aims at a key role in Taiwan’s cultural policy research as a grassroots, think-tank of the third sector, which dedicated to create an open and accessible knowledge sharing forum, and to develop a public sphere that would facilitate cultural collaborations, dialogues, and rational debates among different agents. Additionally, it expects to host cultural seminars, workshops and international conferences to stimulate analysis and exchange of ideas and work on issues of mutual interest for cultural practitioners in Taiwan and aboard.

執行秘書 康家禎│Executive Secretary / Jang Kang

康家禎 畢業於崑山科技大學視覺傳達設計系,曾任職於藝術村擔任藝術行政、環境教育人員;亦曾任職於策展與行銷管理整合公司。現為國立臺灣藝術大學藝術管理與文化政策研究所碩士生。研究興趣為文化資產、文化觀光、環境生態永續、文創產業、文化政策…等領域。

Jane Jai-Zhen Kang holds a BA degree of Visual Communication Design from Kun Shan University in Taiwan. and she is currently pursueing her master’s degree at the Graduate School of Art Management & Culture Policy of Taiwan National Taiwan University of Arts. She was as an art administration and environmental educator in art village and as a designer in curatorial and marketing management company. Her research interest includes Cultural Heritage, Culture & heritage tours, Sustainable Development, Cultural & Creative Development, Cultural Policy.

對學會的看法與期許:

文化政策其實離生活並不遙遠,從我們看的書、聽的音樂、看的電影都和文化議題息息相關。但文化政策對一般常民來說卻似乎非常的遙遠、甚至是難以親近去關注和關心。希望台灣文化政策研究學會可以是一個平台,透過各種資訊的轉譯、分享各種議題與學會的研究成果,持續擴大與深化社會大眾對文化議題的討論,進一步落實到文化政策的制定與分析討論當中,同時也期望學會可以成為產官學之間對話與理性辯證的知識平台。

Expectations for TACPS:

Culture policy is not far away from our life, it’s all in that the books we read, the music we listen, the movie we watch. But in Taiwan, culture policy seems like very far away from people, even hard to be discuss. So I hope TACPS will be a key role in Taiwan’s cultural policy between the government and people, could translate information, including share the various issues and research results, keep to expand and deepen the discussion, to become an open and accessible knowledge sharing forum, a platform for rational discussion among the enterprise, government and university.


財務長 吳欣瑀│Chief Financial OfficerWu, Hsin-Yu 

吳欣瑀在台灣文化政策研究學會主要負責記帳、出納及經費和單據管理等財務工作,同時作為外聘會計師聯繫窗口,協助處理各項稅務申報、年度財報等相關事宜。畢業於國立中正大學經濟學系,目前為國立臺灣藝術大學藝術管理與文化政策研究所碩士生與全國文化會議暨文化政策白皮書專案助理,曾任臺灣文化政策智庫中心籌備處研究助理、科技部專題研究案兼任研究助理。研究興趣為文化經濟、文化政策評估機制、藝術策展及節慶活動管理。

對學會的看法與期許:期待台灣文化政策研究學會堅持扮演民間文化政策智庫的角色,鼓勵對話,推動交流,積極發聲,為促進公民對於台灣文化政策議題的關注及分析研究而努力不懈。

副國際長 李亦晟│ Deputy International AffairsLi, Yi-Sheng

畢業於國立臺灣大學外國語文學系,目前為國立臺灣藝術大學藝術管理與文化政策研究所碩士生,現於日本筑波大學藝術支援領域交換研修。曾任全國文化會議暨文化政策白皮書兼任助理、國立故宮博物院文化替代役、2017瀨戶內國際藝術祭亞洲藝術平台之實習生。研究興趣為國際文化交流策略、對外文化政策與文化外交。

Yi-sheng Li graduated from the Department of Foreign Languages and Literatures, National Taiwan University. Li is pursuing his MA degree in the Graduate School of Arts Management and Cultural Policy, National Taiwan University of Arts, and currently study in the Art Environment Support program as an exchange student in Tsukuba University. He has also worked as the research assistant of National Cultural Congress & White Paper on Cultural Affairs, National Palace Museum’s cultural substitute military serviceman and intern of Setouchi Triennale 2016’s Asia Art Platform. His research interests are strategy of international cultural exchange, external cultural policy and culture diplomacy.

對學會的看法與期許:假如非得依靠梯子才能到達我要去的地方,我就會放棄去那兒的念頭,因為我必須去的地方是我現在站立的地方。

Expectations for TACPS:If I need to rely on ladder to reach where I want to go, I will give up the idea…because what I have to go is where I stand right now.


企劃長 劉育良│Head of Project ManagerLiu, Yu-Liang Pro pic_育良

劉育良 畢業於國立台灣藝術大學藝術管理與文化政策研究所,國立台南藝術大學藝術史學系。曾任私人策展團隊研究助理,執行公立博物館規劃及研究等案。研究興趣為當代博物館治理及藝術與社會參與。

Liu, Yu-Liang holds a BA degree of Art History from Tainan National University of the Arts, and she is currently pursueing her master’s degree at the Graduate School of Art Management & Culture Policy atof Taiwan National Taiwan University of Arts. Her research interest includes museum disciplinary in contemporary society . She was as an assistant research fellow of private design studio and took part in several exhibitions.

對學會的看法與期許:

在各種文化議題中,觀念與現實之間的認知斷裂與衝突,都可以是社會在藝文觀察中建立反思意識的絕佳養分。身為關注台灣文化藝術政策的一份子,期待學會能成為各種文化論述溝通、發聲的基地,持續擴大並深化社會大眾對文化議題的關注與理性論辯,進一步落實到文化政策制定的分析與討論中,自政府體制內外共同思考台灣的文化政策走向。

Expectations for TACPS:All the paradox between conception and practice in cultural issues can help people rethink about the social reality. Being one of the cultural researchers, I am expecting to see TACPS become a place of issue debating for different views of cultural opinion. And furthermore this will enable the public to exam and analyze the practice of cultural policy, and to think jointly about the way Taiwan cultural policy going in the near future from both bureaucracy and civil society.


副企劃長 李珮綺│Deputy Project Manager / Andrea Lee

國立台北教育大學文化創意產業經營學系畢業,國立台灣藝術大學藝術管理與文化政策研究所碩士生,曾任畫廊行政助理,協助展覽及藝文活動執行規畫,研究興趣為文化經濟、藝企合作、藝文策展等。

對學會的看法與期許:

在眾聲喧嘩的時代,如何建立起開放知識、理性辯證的智庫平台並引領台灣文化藝術發展走向是學會永恆的挑戰。對我來說,透過研究學會運作,增進各界對於台灣藝術文化環境的重視,讓文化持續發聲,進而健全台灣藝文生態體系不只是理想,而是一定要完成的使命。


資訊長 錢又琳│Chief Information Officer / Lynn ChienChien, Yu-Lin

畢業於國立臺灣藝術大學書畫藝術學系及工藝設計學系雙主修,目前就讀國立臺灣藝術大學藝術管理與文化政策研究所碩士生。現為台灣藝術史研究學會研究助理及竹圍工作室助理,曾於全國文化會議擔任兼任助理,以及竹圍工作室、台北藝術產經研究室及非池中藝術網擔任實習生。研究方向為文化節慶、藝術管理。

Yu-Lin Chien graduated in Department of Painting & Calligraphy Arts and Crafts & Design Department at National Taiwan University of Art (NTUA). Now, she is the postgraduate researcher of Art Management and Cultural Policy at NTUA. Chien is the chief information officer for Taiwan Association of Cultural Policy Studies (TACPS), project research assistant for Taiwan Art History Association and Assistant (TWAHA) and project research assistant for 2017 National Cultural Congress and Cultural White Paper Project. She is also the project editor of Asia-Pacific Art Market Report 2015/16(2016) for Taipei Art Economy Research Centre (TAERC) in 2016; project research assistant of Cultural Science and Technology Project in 2016; project research assistant of Culture Basic Law Project in 2015.


副資訊長 繆子琳│Deputy Chief Information Officer / Tzu-Lin Miao

畢業於佛光大學公共事務學系,目前就讀於國立臺灣藝術大學藝術藝術管理與文化政策研究所。曾於中華民俗藝術基金會、紙風車等多個藝文活動的基金會、組織擔任活動現場執行及行前規劃。研究興趣為傳統藝術傳習政策、文化社群協力、區域研究等。

對學會的看法與期許:文化涵蓋了許多社會下不同的面貌、各領域的專業更甚至是困境,而這不單僅限於一個群體需要考量的因素,更是各個群體間需要相互合作、理解,希望學會的持續運作,能結合更多方面的聲音,讓各方領域彼此互相協調,讓文化成為各領域間不可或缺的要素。


學術長 吳盈諄│Head of Academic Section / Wu,  Ying-Chun Pro pic_ 盈諄盈諄,畢業於國立台南藝術大學藝術史學系。曾於博物館、文教基金會工作三年,現為國立台灣藝術大學藝術管理與文化政策研究所碩士生。研究興趣為藝術史、視覺藝術管理、文化政策規劃。

Wu, Ying-Chun graduated from department of Art History of Tainan National University of the Arts. She has worked in museum and Cultural & Educational Foundation for three years. She is currently a graduate student studying in Art and Management and Culture Policy of Taiwan National University of Arts. Her current research focuses on art history, visual arts management, cultural policy planning.

對學會的看法與期許:只要我們能夠堅持下去,我們可以做任何事。 做對的事!

Expectations for TACPS:We can do anything we want as long as we stick to it long enough. Do the right thing!
